Teachers develop relationships with students outside of classroom (whether due to extracurricular activities, sports, etc) and this relationship can transfer onto the classroom, causing for them to sometime play favorites, or simply talking to that group of students over the other classroom. My stance is that teachers should make a genuine effort to get to know all the students in their classroom, which will in turn in crease participation.
